These figures are estimates of the annual rate of net migration for the period July 1 of the previous year to July 1 of the reference year, provided both are non-census years. (Because each decennial census is conducted on April 1, migration rates for 1979, 1980, and 1981 reflect average annual rates for the periods July 1, 1978, to July 1, 1979; July 1, 1979, to April 1, 1980; and April 1, 1980, to July 1, 1981, respectively.) Net migration represents the difference between two consecutive population totals after accounting for the change due to births and deaths, i.e., natural increase. In calculating annual rates of net migration, the numerator is LINC variable 301 (net migration) and the denominator is the beginning population total. This ratio is expressed as a percentage. For years ending in 0 and 1 adjustments are made to convert the rate to an annual estimate (multiplying by 0.8 in years ending in 1 and by 1.3333 for years ending in 0). Estimate of the total number of nonagricultural wage and salary jobs held by place of work (i.e., the county or region in which the job is held). Excludes agriculture employment, non-farm self-employed, domestic workers in private households, and unpaid family workers. Statewide totals are estimated independently and may not equal the county sum. This variable is the sum of MANUFWSEMP (109) and NONMANWSEMP (110). Estimates for 1970-1982 were developed based on the 1970 Census of Population while 1984-1989 were based on the 1980 census data. Estimates for 1990-1992 were developed and based on 1990 census data. While data within each group of years should be strictly comparable, data among the groups of years may not be directly comparable. The data appear in 'Civilian Labor Force Estimates for North Carolina' published by the Employment Security Commission.

Cropland
Cropland for calendar year consists of all land from which crops were harvested including field crops, hay, fruits and vegetables. Acres that have more than one crop (i.e. wheat, soybeans and hay) harvested are counted only once. Data for the years beginning with 1978 are based on a sample survey conducted by the crop and livestock reporting service, while prior data were obtained from a state annual farm census. The state figure represents the sum of counties, but state totals in years prior to 1977 do not include any data for the counties in which a census was not conducted. Beginning in 2002 data are reported from Census of Agriculture.

Prior to 1996, these figures represent the average monthly number of recipients of aid to families with dependent children (AFDC) for the state fiscal year, listed under the ending year. Regular AFDC recipients do not include foster-care recipients, or AFDC-emergency assistance nor do they include recipients of the AFDC-unemployed parent program which began in January 1988. If more than one check was issued during a month, the recipients were counted again for each check issued. The sum of counties and the total for North Carolina may differ due to rounding. For 1996 and later, the figures represent the average monthly number of recipients of Work First Cash Assistance ( Temporary Assistance to Needy Families - TANF) for the state fiscal year, listed under the ending year. The WF recipient counts do include an estimate of WF Two-Parent case recipients. The ''number of days in membership'' for a public school student is the total number of school days within a given term of the school year that the student's name is on the current roll of a class, regardless of his/her being present or absent. The sum of the ''number of days in membership'' for all students divided by the number of school days in the given term yields the average daily membership. The term for this variable is the first month of the school year. See also LINC variable 928, public school final average daily membership. Average daily membership is a more accurate count of the number of students in school than enrollment. Listed under the first year, i.e., 2003 represents the 2003-2004 school year. From 2015 state total data includes virtual charter school membership data and does not equal the sum of counties. Beginning with the 1997-1998 school year, this variable includes charter school data. A charter school in North Carolina is a public school that is operated by

These figures reflect supervised parole and conditional release population at the end of the calendar year by their county of supervision (usually the same as county of conviction). Beginning with 1984 data, the figures are restricted to those individuals who were ''actively supervised'', even if clients were on deferred or suspended status (absconders are included in suspended status). Prior to 1984, absconders were included in the state totals but were unallocated to counties; after 1984, they are included in the county of supervision. Clients classified as ''duals'', i.e., those with both a probation and parole sentence, are included. Figures exclude parolees (and duals) supervised by another state for North Carolina and North Carolina clients living in another state. The state total includes some clients unassigned to a particular county due to incomplete information.

Traffic Accidents
A traffic fatality is the death due to injuries of an individual within 30 days from the date of a reportable traffic accident in which he/she was involved, as determined by the investigating officer's report, which is filed within 24 hours of the accident. Reported by county of occurrence. Effective January 1, 1989, the basis for recording a traffic fatality was lowered from 90 to 30 days from the date of the accident. In earlier years, the time basis was one year. Reported by county of occurrence. See ACCIDENTS (variable 142) and INJURED (variable 143).

Medicare Recipients
The number of disabled persons with Medicare Hospital Insurance (regardless of whether the enrollee has Medicare Supplementary Medical Insurance). as of July 1. The objective of this federally administered insurance program is to provide hospital protection for covered services to disabled persons. Hospital insurance provides basic protection against the cost of inpatient hospital care, post hospital skilled nursing facility care, home health care, and hospice care. The beneficiary's county of residence is based on the most recently reported mailing address in the master enrollment record file. The mailing address is not necessarily an actual place of residence since beneficiaries may have their checks mailed to a post office or to a representative payee in another state or county. The sum of the counties does not equal the state since persons whose mailing addresses do not permit identification of county of residence are included in figures for the state.

Nonpublic school enrollment data are as of the first school day of October of the school year and include students in grades K-12. Enrollment includes students in private schools for all years except 1964, for which data are not available. Enrollment also includes students in special schools for years 1974 through 1978 and in home schools for years 1985 through the most current year. The state totals equal the sum of the county totals for all years except 1974 through 1978. For those five years, the state totals include the students enrolled in special schools and thus exceed the sum of the county totals, which lack special school enrollment figures. Data are listed under the beginning year of the school year, e.g., 2000 refers to the 2000-2001 school year. Special schools are ones with a short-term student population; the students may be behaviorally handicapped, chemically dependent, and/or learning disabled. Includes child nutrition expenditures. These figures are referenced by the ending year of the fiscal year, i.e., 2003 represents the 2002-03 school year. The current expenditures are obtained from the annual financial report submitted by local superintendents at the close of each fiscal year. Although the contents of the report are not audited, they are an accurate accounting of revenues and expenditures by each school administrative unit for the fiscal year. Total of fees, fines, and forfeitures collected by the courts and distributed to counties and municipalities during the fiscal year. As required by the State Constitution, fines, penalties, and forfeitures collected by the courts in criminal cases are distributed to the respective counties in which the cases are tried. Counties must use these funds for the support of the public schools. A uniform schedule of court costs for civil and criminal cases, comprised of a variety of fees, is set by statute for cases filed in the superior and district courts. Statutes prescribe the distribution of these fees and provide that certain fees shall be devoted to specific uses. Facility and jail fees are distributed to the respective counties and municipalities which furnished the facilities. To classify an offense as a burglary, the use of force to gain entry need not have occurred. The UCR Program has three subclassifications for burglary: forcible entry, unlawful entry where no force is used, and attempted forcible entry. The UCR definition of “structure” includes an apartment, barn, house trailer, or houseboat when used as a permanent dwelling, office, railroad car (but not automobile), stable, or vessel (i.e., ship).

In the FBI’s Uniform Crime Reporting (UCR) Program, motor vehicle theft is defined as the theft or attempted theft of a motor vehicle. A motor vehicle is defined in the UCR Program as a self-propelled vehicle that runs on land surfaces and not on rails. Examples of motor vehicles include sport utility vehicles, automobiles, trucks, buses, motorcycles, motor scooters, all-terrain vehicles, and snowmobiles. Motor vehicle theft does not include farm equipment, bulldozers, airplanes, construction equipment, or watercraft such as motorboats, sailboats, houseboats, or jet skis. The taking of a motor vehicle for temporary use by persons having lawful access is excluded from this definition.

While prior data exists (before 1993), documentation for the data and standards may not be comparable year to year. Sulfer dioxide generally is formed from the combustion of sulfer in the air. This sulfer mainly come from coal and other fuels. The value represents air sulfur dioxide emissions in tons per year for each county from these point sources. State totals represent the total tons of sulfur dioxide emissions from all county point sources. See EMITPARTPT (variable 1322).

Emissions
Estimated amount of carbon monoxide (CO) emissions to the air for a one-year period, as measured in short tons (2,000 pounds) from area sources. CO is formed primarily from the incomplete combustion of carbon based fuels in boilers and internal combustion engines. Area sources of emissions include small businesses, residences, wildfires, vehicles, etc. Area sources are not identified individually. Rather, their emissions are estimated in aggregate based on fuel used, miles driven, etc. An area source is defined as a source that emits less than 100 tons per year of particulate, sulfur dioxide, nitrogen oxides, reactive volatile organic compounds, or carbon monoxide. Area sources are typically aggregations of individual sources that are too small to be defined as point sources in a specific geographic area. Area sources usually include all mobile sources and any stationary sources too small, difficult, or numerous to classify as point sources. EPA computes aggregate emissions from are

The fiscal year total revenue, in thousands of dollars, includes intergovernmental revenue from federal and state sources as well as revenue from county sources (primarily tax revenue). It also includes utility, liquor store, and employee retirement revenue. Revenue items include all amounts of money received by a government and its agencies from external sources (net of refunds and other correcting transactions) other than from issuance of debt, liquidation of investments, and as agency and private trust transactions. Note that revenue excludes noncash transactions, such as receipt of services, commodities, or other ''receipts in kind.'' The state total represents the sum of revenue for all reporting counties. The state sum was calculated from unrounded data and thus may differ from the sum of rounded county figures. The 1987 state figure includes an estimate for Hertford County.
